  1. Place water, cream of tartar, and ½ cup sugar in a small saucepan over high heat. Bring to a boil and then reduce to medium and cook for 4 minutes. 
  2. In a separate bowl beat egg whites until stiff peaks form.
  3. Add the remaining ½ cup sugar 1 tbsp at a time and continue beating until the mix is smooth and glossy.
  4. Gradually pour in the hot sugar syrup in a thin stream and beat for 4 minutes (or until cool).
